Oregon passed a law in 2015 to create its Palliative Care and Quality of Life Interdisciplinary Council. Among the applicants to join the council was Barbara Hansen, CEO of the Oregon Hospice & Palliative Care Association, who became a member in 2018. States take swings and miss. But the group hit a number of roadblocks.
