Some hospice patients rely on these plans for other health needs, such as nursing home costs. Though D-SNPs have existed in one form or another since 2003, Congress made the programs permanent through the Bipartisan Budget Act of 2018. Close to 12 million people in the United States qualify for both Medicare and Medicaid.
