Demographics are pushing up demand for end-of-life care amid long-standing staffing shortages in hospice. Some hospices have been unable to sufficiently fill their ranks to keep up with that demand for care, resulting in them either temporarily limiting new patients or completely ending services.

U.S. Sen. Susan Collins (R-Maine) and Mark Warner (D-Va.) recently introduced legislation aimed at improving access to advance care planning services among patients with serious illness. The Improving Access to Advance Care Planning Act would expand utilization of these services by removing Medicare payment barriers faced by both providers and patients.

Instead, CMS is convening a Technical Expert Panel (TEP) to further guide the development process.
